March 4, Candidate of Science in Public Administration, Associate Professor of the Department of Psychology, Political Science and Socio-Cultural Technologies V. Semenov, at the request of the Sumy Regional Center for Advanced Training of the Sumy Regional State Administration, held a thematic meeting "Constitutional and Legal Principles of Regional Policy and Local Self-Government" and a lecture "Organizational and Legal Principles of Local Self-Government" for local government officials of Sumy region.

The evolution of the formation and development of local self-government in Ukraine was considered, the legal framework of regional policy was defined and characterized.

The basic provisions of legal acts related to local self-government are considered, namely: The European Charter of Local Self-Government, the Constitution of Ukraine, the Laws of Ukraine: "On Local Self-Government", "On Service in Local Self-Government Bodies", "On Voluntary Amalgamation of Territorial Communities", etc.

More than 100 local government officials took part in the training program.
